Online Food Apps offering free food on late delivery

In modern day world we people being little lazy or rather than saying lazy we can say busy have made online food delivery a trend. In order to avoid making food or washing dishes we just open our cell phones and choose our favourite restaurants and simply order the food. And obviously we are aware about the free food policy of some of these applications i.e. if the food is not delivered in 30 minutes then we will be offered free food. But this really happens? In my opinion and also experience such policy is offered in rare cases, this happened with me too I ordered pizza and was eagerly waiting for it then as per their policy they were to give me free food on delivery after 30 minutes, when delivery boy arrived after 45 minutes i cross questioned him to get FREE FOOD but he gave me reason that he will be charged for late delivery then i for the sake of humanity gave the money thinking that he is working hard for earnings. 
                                   But this should be very clear that there is no such rule that delivery boy is to be charged for late delivery it is only in the case when there is spillage of food.
In my opinion under some business ethics if the company has claimed any offer then we being customers have right to claim the offer even we can file case in consumer forum if the claimed offers are not being offered by the company. As we try to get free food we hear some unobvious reasons of traffic jams and we thinking them to be real believe in it it but we should think if the company has such policy then they should obviously offer than rather than giving such unobvious reasons. This is very clear that this offers are intoduce to increase the business growth and if the company is looking for their profit then why not us .
According to me we as customers can approach the companies if such offers are not been entertained. So if such thing ever happens then try to invetsigate the obvious reason for the late delivery amd if the reason do not appeal you then surely try to claim the offer thinking FREE FOOD AFTER LATE DELIVERY your right.
